Qualification for the Grand Final: Big-5 (France, Germany, Italy, Spain, United Kingdom), last year's winner (Sweden), 10 best from Semi-final 1, 10 best from Semi-final 2 (minus Netherlands due to disqualification).

Voting: Televoting from participating countries + Online voting "Rest of the world" (1,2,3,4,5,6,7,8,10,12 points) and national juries (1,2,3,4,5,6,7,8,10,12 points).
